Public-Private partnership palalakasin ang anti-TB campaign sa Rizal
KAPITOLYO NG RIZAL – Nagkaisa sa layunin ang ilang pampubliko at pribadong grupo na magtutulungan kontra sa paglaganap ng sakit na tuberculosis sa lalawigang ito, sa pamamagitan ng isang memorandum of understanding (MOU) na inilunsad kamakailan.
Ang pamahalaang panlalawigan, mga bayan at lungsod ay sinuportahan ng mga lokal na chapter ng Philippine Association of Medical Technologists (PAMET) at Philippine Association of Government and Private Midwives (PLGM); Department of Education, Department of the Interior and Local Government (DILG) and iba pang ahensya ng gobyerno; mga pampubliko at pribadong ospital at klinika; medical associations; at non-governmental organizations (NGOs), sa layuning makabuo ng komprehensibo at matatag na polisiya para sa pagkontrol laban sa tuberculosis sa lalawigan ng Rizal.
Ang MOU ay marka ng pagsisimula ng pagtutulungan ng pribado at publikong sektor upang siguruhin na ang mamamayan, partikular ang mga lubos na nangangailangan – kabataan, katutubo, mga nasa kulungan, at nasa malalayong lugar – ay makakatanggap ng karampatan at agarang lunas para sa TB.
Maliban sa pamahalaang panlalawigan ng Rizal, ang pondo ay magmumula sa Global Fund sa pamamagitan ng Philippine Coalition Against Tuberculosis (PhilCAT) na magmomonitor, magsusulong at magpapatupad sa pagsisimula ng mga proyekto.
“Lalo naming pinalakas ang anti-TB program sa pamamagitan ng partnership na ito at umaasa kami na tuluyan nang masusugpo ang pagkalat ng sakit na TB sa aming mga mamamayan,” pahayag ni Gob. Jun Ynares.
Matatandaang ang lalawigan ng Rizal ay tumanggap ng pagkilala mula sa Center for Health Development, Department of Health sa pagkakaroon ng pinakamataas na detection at cure rate ng tuberculosis sa buong Calabarzon region.
Kawani ng pamahalaan ng Rizal, kinasuhan dahil sa paglustay ng pondo
KAPITOLYO ng Lalawigan, Antipolo, Rizal – Ang pamahalaang panlalawigan ng Rizal, sa pamamagitan ng legal department nito, ay naghain ng magkakahiwalay na kaso laban sa apat nitong kahera/kolektor dahil sa paglustay ng pondo.
Kinasuhan ng aspetong kriminal dahil sa paglustay ng pondo ng lalawigan (malversation of public funds) sa ilalim ng revised Penal Code sina Christine Reyes, dating kolektor at Virginia Payumo, dating kahera ng Angono General Hospital. Ang kaso ni Reyes ay nakahain at naital;a bilang Criminal Case No. 137982 sa Pasig City Regional Trial Court Branch 157, samantalang si Payumo ay kinasuhan sa ilalim ng Criminal Case No. 04-550 sa Binangonan (Rizal) Regional Trial Court Branch 68. Nagpalabas na rin ng mga warrant of arrest laban sa dalawang akusado. Ang mga naturang kaso ay naihain na rin sa Ombudsman para sa kaukulang aksyong-legal.
Samantala, ang provincial legal department ay nag-isyu ng demands for restitution laban kay Nancy Celerian, isang dating kahera, upang ibalik nito ang nawalang pera na nagkakahalagang Php 729,885.93 sa loob ng 72 oras at kay Willardo Paralejas, isa ring dating kahero ng Angono General Hospital, na umano’y lumustay ng Php 231,794.00 para maibalik ang nasabing halaga sa loob ng 24 oras. Ang taning na ibinigay para sa dalawa ay parehong nagsisimula noong Agosto 31, 2011. Nakapagsauli na si Paralejas ng may Php 131,794.00 bago pa man natapos ang itinakdang panahon.
Hawak na ng provincial legal office ang mga dokumento at ulat na magdidiin sa mga akusado upang mapag-aralan ang karampatang aksyong-legal na dapat gawin.
“Ito ay magsisilbing babala sa lahat upang mapangalagaan ang pondo ng taumbayan. Huwag sana nating dungisan ang imahe ng mga lingkod-bayan. Dapat nating alalahanin tuwina na ‘public service is a public trust’,” pahayag ni Rizal Gob. Jun Ynares.

Rizal gov’t forms Blood Council
PROVINCIAL Capitol, Antipolo, Rizal – In order to actively participate in the voluntary and non-profit collection of blood and effectively implement the local voluntary blood services program pursuant to the provisions of R.A. 7719, otherwise known as the “National Blood Service Act,” the provincial government of Rizal convened recently all stakeholders in the public and private sectors to organize the Rizal Provincial Blood Council.
Elected as co-chair of Rizal Gov. Jun Ynares was the local chapter of the Philippine Red Cross (PRC), assisted by the Provincial Health Office (PHO) as vice-chair. Other institutions and agencies chosen to comprise the Executive Board of the local blood council were the University of Rizal System (URS) as Treasurer, local chapter of PAMET as Auditor and Department of Education (DepEd)-Rizal Division as P.R.O. Meanwhile, the Executive Board appointed PRC- Rizal Chapter assistant administrator Butch Sison as its Secretary.
In the same board meeting, the Provincial Information Office (PIO) was tasked to head the committee on public education, the local Tau Gamma Phi and Angono Lifesavers in the committee on donor and recruitment as co-chairs, while the local Alpha Phi Omega (APO) chaired the committee on ways and means.
Sangguniang Panlalawigan of Rizal board member Genato Bernardo who chairs the committee on health and social services reported that the Sangguniang Panlalawigan supports the creation of the Provincial Blood Council and they are now studying the feasibility of establishing a blood bank in the province.
Resource persons from the Center for Health Development (CHD) of the Department of Health (DOH)- Calabarzon region guided the stakeholders in the organization of the Blood Council and gave orientation on maternal neonatal child health and nutrition, including the national voluntary blood services program and blood collection report of the province for the period 2009-2010.
It would be recalled that the provincial government of Rizal, spearheaded by Gov. Jun Ynares who is a doctor by profession, has received several recognitions for its blood donation and services program. In addition, this move will give access to more readily-available blood to Rizaleños who will be in need of supply in emergency medical cases.
